General Description of Job:
To provide strategic and operational procurement support within the Land & Sea business; focusing on fleet procurement for international regions. The primary objective will be to meet operational requirements through the adaptation of existing supply chain arrangements or by establishing new agreements. Typically this will involve managing the procurement of vehicles (lease/rental/ purchase) and associated fleet services either on a worldwide basis or to meet country specific needs. The overseas locations may include, but not be limited to Northern Ireland, Germany, Cyprus, Gibraltar, Kenya and Falkland Islands. Some international travel may be required.
This role is responsible for developing and implementing effective sourcing strategies including managing transparent competitive tenders to procure goods and services on behalf of the MOD to support their fleet operations and to ensure optimal on-going supply chain performance in support of business objectives.
Main Tasks:
- Developing and implementing effective fleet procurement strategies for international regions which appropriately interface with the core home country contract
- Managing strategic supplier relationships and performance, including setting and measuring contractual performance, implementing improvement programmes where required and providing the main point of contract between suppliers and the service.
- Delivery of the procurement programme in line with project timescales
- Drafting tender documents
- Drafting and negotiating contracts with key suppliers in accordance with CCS and Ministry of Defence (MOD) flow down requirements
- Supporting the relationship with Crown Commercial Services (CCS) and internal fleet planning team
- Ensuring location specific factors are considered and included in procurement processes
- Meeting business and customer targets on savings and performance
- Ensuring compliance with internal governance procedures
- Managing international and in-country specific supply chain risks
- Carry out appropriate due diligence and analysis of potential international suppliers
- Developing and maintaining appropriately collaborative relationships with suppliers
- Ensuring relevant export and trade controls are complied with
- Supporting business development and new projects
- Developing supplier implementation plans for new products/projects
- Interfacing with other procurement departments
- Supporting a continual improvement/culture across the procurement function
- Operating procurement activities in line with the Babcock Procurement MO
- Ensure Company health, safety and environmental procedures are implemented and complied with at all times
Technical Experience and Qualifications
Essential
- Degree level or significant equivalent experience
- MCIPS or equivalent post grad qualification
- Experience of CCS procurement practices (process and frameworks agreements)
- Experience of supply chain management in a large organisations
- Knowledge of European Union (EU) procurement regulations
- Knowledge and experience of working with public sector procurement
- Experience of drafting terms and conditions
- Full UK Driving licence
Desirable
- Experience of managing procurement processes for overseas service delivery
- Experience of managing overseas suppliers
- Experience of Ministry of Defence (MOD) environment and working with Government customers
- Experience of vehicle procurement contracts and markets
