DIO PPD - Project Manager Cyprus - Ministry of Defence - Sovereign

The Defence Infrastructure Organisation (DIO) is a division within the Ministry of Defence that has responsibility for the management of property services to ensure strategic management of the Defence Estate as a whole, optimising investment and critically supporting military capability to the best effect.

Within DIO, Programme and Project Delivery (PPD) is responsible for the delivery of capital infrastructure and construction projects across the defence estate totalling c£500M per annum.

With approximately 200 staff based predominantly in offices across the UK, PPD Project Managers have responsibility for delivering a broad range of diverse projects covering the majority of all construction work over £2m in value, including Technical Facilities, Living Accommodation, Housing, and Catering projects throughout the UK and overseas.

PPD delivery is broken down in to functional areas led by a Deputy Head who forms part of the PPD Senior Management Team and has responsibility for delivery within their delegated area.

The PPD Project Manager (PM) is the lead role responsible for the management and delivery of assigned projects within a functional team or geographical area.


The PM provides the Intelligent Client interface and the management of Industry Partners (IPs), mainly Consultants and Construction contractors, to deliver projects on behalf of DIO in line with MoD processes, procedures and contractual terms and conditions.


Responsible for the review and interpretation of end-user requirements and translating them into tasking directives to enable suppliers to deliver project objectives and benefits, effective Supplier Management is therefore key; to manage, direct and co-ordinate internal and external resources at all project stages to assure that outputs delivered meet the defined requirement within funding and time parameters in pursuit of Value for Money.


Engagement and collaboration with Commercial colleagues is necessary to identify the optimum procurement strategy for construction professional services and construction works delivered through Framework or other arrangements based on NEC3 contract conditions.


The PM will; undertake an appraisal of supplier’s proposals to ensure compliance with MoD and Statutory Regulations, act as MoD focal point for the resolution of all construction technical issues and act in the role of Client for CDM Regulations.


Accountable for managing IPs in the delivery of Feasibility/Assessment studies, tender documents and construction documentation the PM will utilise internal SME construction functions and external resources.


The management of project interfaces and proactive Risk Management at all project stages is required to drive optimal delivery and promptly manage emerging issues to avoid programme delays or cost escalation.


The PM is responsible for project Budgeting and Cost Management within delegated limits and, using the DIO Information Management System, provides timely and accurate financial reporting including forecasts of outturn, risk and inputs to the annual financial planning process.


The PM shall; provide regular management reports and returns to laid-down timescales and standards, produce exception reports as necessary, contribute to the development of Business Cases and support the internal and external MoD Investment Approvals Committee scrutiny process.


To ensure that all stakeholders are fully engaged and in a timely manner the PM is responsible for Stakeholder Management such that key internal and external stakeholders are aware of their responsibilities, take ownership for project risks as applicable and that their input is fully considered.


This post is for a unique location and provides an opportunity to play a key role within DIO PPD International in the efficient and effective delivery of their objectives working within the Overseas/PJOBs delivery team.


Due to the need for employees posted overseas to be able to perform in the position quickly and without need for development in the functional area, the following experience and qualifications are highly desirable:


Proven and relevant Client Project Management experience or MoD Project Management experience


Qualification to NVQ Level 5, HNC/HND or higher, in a Construction or Infrastructure related discipline.


Project Management qualifications such as APMP/APM PQ/Prince 2 or equivalent. The PM role will use and develop skill sets and disciplines aligned to the Association of Project Managers (APM) of which the MoD holds corporate membership. All PM’s within the PPD function are encouraged to follow the APM qualification route and whilst a project management qualification is desirable, we will support you to attain this if you do not hold it already.


Membership of a recognised construction/infrastructure professional institution (e.g. RIBA, RICS, ICE, CIBSE, IMechE, CIOB or equivalent).


Candidates must have excellent communication skills and the ability to use their own initiative, be sufficiently robust and self reliant to cope with such an operational environment like the Sovereign Base Area’s.
